The "lie" is perpetuated because of an optical illusion created by the way developing hair grows. Remember that hair grows continuously from a given follicle. When the tapered hair shaft is cut off, it now has a "blunt" straight cut end on it much as a lawnmower would do to a blade of grass. The straight cut end takes away the fine portion of the hair that is growing leaving behind the thicker portion with the look of a whisker instead of a vellus hair. The speed at which the hair grows is in no way influenced by cutting this off.
