Of course everyone may have a different opinion but IMO a beard is there as soon as you see something that does not indicate a smooth shaven face so I include 5 o'clock shadow as a beard as do I include stubble. I do not think you need recognition from anyone to include yourself (or anyone for that matter) that you have a beard. It's really your own opinion that trumps everyone else's. And whatever gave you the impression that stubble is not facial hair?! Facial hair is facial hair with differing amounts depending on the wearer's wants.
