You are just past the half way point that we recommend for growing a new beard, and that is 13 weeks. Also, blonde beards usually take a little longer to look full. So I recommend you give it at least 13 weeks untrimmed before judging it (neckline carving is acceptable). And being blonde, you may need a little longer.
