As a Master Builder, LEGO-Sheriff Triibeard appears to have the ability to reconfigure these devices with various enhancements and improvements at any time he likes. The speed of his return suggests that he souped-up the quadcopter while at The BOG, and the lack of a thruster only created an opportunity to make a creative modification with success. Since he has finally made it to Germany and is now staying with Dantes (whom he ALSO calls "young man"!!), I don't think the thruster is a priority now, so you can send it back to Rancho Triibeard anytime.
