-Yes, vellus hair wil transition into terminals. There are a lot of myths and stories dancing around the premature folicles of facial hair, but most of them are not true. For example, shaving doesn't make the beard thicker and neither speeds up the transition of a vellus to terminal.

-I am not sure if I understood your question correctly, but if you asked if there is an age where beard stops developing, the answer is simple and straight. No. Expect your beard to develop throughout your entire life, and know that you are lucky to have such a brilliant start.
