Well, maybe that should be a qualified no.  If you start a beard in your early teens and then start again in your 30's or 40's you may have better luck growing a beard at that time simply because you're older.  But you are absolutely right that if you start to grow a beard and then you shave you'll have the same growing experience you had the first time you tried.  There's a myth that shaving will cause your next growth to come in stronger.
