Sort of depends on how you define "coverage".  The me, it means where you have hair and where you don't, such as how high up on your cheeks do you have hair.  "Density" is how much hair (how many follicles) you have, and for most guys it varies from spot to spot, the cheeks being notoriously less dense.

Growing longer won't increase the coverage, but it will increase the apparent density.  I have mediocre coverage, and below average density (except perhaps the sides of my chin), but if I grow to a couple inches, my beard's shortcomings are less obvious.
