The problem with necklines, as I see it, is not when to place them but where. If I've said it once I'll say it again; IMO the ideal position is on the soft part of the neck just behind the jawbone. What many newbies do is to place it on the bone itself, and that indeed can look wrong except for certain chinstrap styles. Of course, what I consider the"ideal" position is not suitable for all faces. Those with a double chin or a tendency thereto would be well advised to place the neckline a bit lower, but I think that just above the adam's apple is about the lowest point at which the neckline should be positioned if an eventual "bottom -heavy" look is to be avoided. Of course none of these "rules" apply to aficionados of the neck beard, the "natural" beard or the long beard. And for those who feel they have placed their necklines "too high", I'd say that this is not the end of the world - or the beard. Just let the neckline creep down. It doesn't need much encouragement.
