During Jesus' time, the Roman Empire ruled Isreal. The Emperor was not only the ruler of the land; he also set the standard for fashion. Augustus, who was the ruler from 27 BC to 14 AD, had short hair ( http://en.wikipedia.org/wiki/Augustus ). So, all the Roman men emulated the hairstyle of their great leader. This practice extended to the Isrealites. There are a few references in the Bible which allude to Jesus having short hair. For instance, there are several times when he was able to blend in with the crowd and disappear. He would have stood out if he had long, flowing hair. And Judas wouldn't have had to specifically point him out when he was arrested. He would have said, "Jesus is the guy with the long hair,".
