I'm going to make a suggestion, and you can take it or leave it. Without seeing a profile image to know for sure, I think you are brushing/combing your beard down from your cheeks and back under your chin and jawline. This creates congestion under your chin as your hairs run into each other and don't know where to go.
My recommendation is that you start brushing your neckbeard up from your collar, toward your jawline, and then roll it outward. This will train your neckbeard to support the beard hairs coming down from your cheeks and chin, and that makes your beard look fuller.
