There is always the circle beard a.k.a. goatee and mustache that seems to be sported by many head shaven guys, but that doesn't make the full beard impossible as you can plainly see by Sleepy's look.

While I am certainly no expert, I want to give you my opinions on your 3 questions. First, you can shave in a neckline and cheekline anytime, but the longer you wait the easier it is. Second, A bald head and full beard looks great. If it was me, I would the ear as a guide and not the glasses (the ear is always on your head).
